Rules 2009 - 2010

The Interstate Youth All Stars competitions will consist of teams and playing strength representing each participating state (North Carolina, South Carolina, and Georgia).

1.     DIVISIONS:  (Age as of August 1, 2009)

One (1) Team, AGES 15 and under, Girls, 11 bowlers

One (1) Team, AGES 15 and under, Boys, 11 bowlers

One (1) Team, AGES 16 and above, Girls, 11 bowlers

One (1) Team, AGES 16 and above, Boys, 11 bowlers

2.     SCHEDULED COMPETITION DATES:

The competitions are scheduled for:

October 10th & 11th, South Carolina, Sandpiper Lanes, 3291 Ashley Phosphate Rd, North Charleston, SC  29418  843-552-8530

3.     EVENT FORMAT:

All bowlers will bowl six (6) games regulation team event beginning at 1:00 PM on Saturday afternoon (October 10, November 7 & February 20) with a break between games 3 & 4.  Team lineups can be changed after the first 3 games at the coach’s discretion.  Teams with more than 5 bowlers, will only count the top five scores.  Sunday morning (October 11, November 8 & February 21) beginning at 8:30 AM, twelve (12) games of Baker style (team) competition will be bowled.  (Baker style is used in collegiate bowling and consists of the lead off bowler rolling frames 1 & 6, bowler #2 rolls frames 2 & 7, etc., for all team members.)  All participants will bowl a minimum of 10 games during Baker competition with the lineup determined by the coach.  Lineups can be changed at the beginning of a game as determined by the coach.  The extra bowler (teams with more than five players) assumes each position on the team starting with game 2.  (See Appendix A for bowler rotation during Baker style games.)

4.     MEMBERSHIP:

All youth bowlers must be members in good standing in the USBC Youth Division in their respective state and local associations.  The competitions are certified by the USBC Youth Division and are governed by the rules of the USBC.  Any bowler that has been disciplined by a state cannot bowl for any other participating state for the current season's events.  In the event a youth bowler has a collegiate membership, the state is responsible to verify youth certification.

5.     SUPERVISION:

The Interstate Youth All Stars shall be under the supervision of adult officials representing all participating states according to USBC and competition rules and encourage two USBC Interstate Youth All Stars members from each participating state to participate on the committee.

Strict disciplinary action will cause the bowler or spectator to leave the bowling center for the remainder of the weekend event.  The vacancy score will apply for any remaining games.  During Baker style games, the team receives zero for frames assigned to the bowler in question.

6.     FEES:

The entry fee for each bowler is $30.00 per match (October, November & February) of which a minimum of $14.00 shall cover the cost of bowling with the balance to cover competition awards and expenses.

7.     AWARDS:

Individual plaques will be awarded to the High Series and High Game for each age division (based on the bowler’s actual age), boys & girls, based on scores bowled on Saturday in the regulation team event.  Overall team state champions will also receive the state award (traveling plaque) based on total pinfall.  Awards will be presented at the end of the event (approximately 11:00 AM on Sunday).  Prize fees are returned 100% to winners.

“Bowler of the Year” honors will be awarded to the highest average in each age division based on those bowling all 18 games from the regulation matches (Saturday).  Scholarships awarded for “Bowler of the Year” honors are based on the funds collected.  Scholarship awards are deposited and administrated by the SMART Program, (Acct. #9194) 621 Six Flags Dr, Arlington, TX 76011, (800) 514-2695 ext 8290 0r 8292, FAX (817) 385-8266, E-mail smart@bowl.com.

8.     SHIRTS:

Specially designed shirts will be provided to all event participants.  Bowlers will wear their Interstate Youth All Stars shirt during all competition with appropriate pants or skirts.  Hats (and all head coverings except for medical or religious purposes) and shorts are not allowed.  Final decision will be made by all state directors.

9.     ENTERING AVERAGES:

Bowlers will use their highest winter average from the 2008-09 season (minimum 30 games) to determine their participation in this competition.  Divisions are based on the bowler’s age as of August 1, 2009.  This is a scratch competition.

10.   LINEUPS/ROSTER VACANCIES:

Bowlers will bowl in their respective age divisions except for vacancies.  Younger bowlers can fill vacancies.  The bowler must compete in that age division during that match (October, November or February) but may step down for the next match.  The lowest score from the opposing teams in the same division will be used for vacancy scores.  Substitute bowlers are allowed from any state (see Rule #4).

A team lineup for regulation games (Saturday) will be determined at the coach’s discretion.  The extra bowler can enter the team lineup at the end of the first three (3) game series and assumes the original bowler’s position and bowls the second three (3) game series.  The team can determine the lineup for the Baker style (Sunday) portion.  Official lineups will be submitted by the coach and can’t be changed once bowling has begun.  The extra bowler will rotate into the lineup at the beginning of the 2nd game and assume each position (see Rule #3).  If a bowler is injured during competition, the team will continue with the remaining bowlers.

11.   TARDY PLAYERS:

Any player, who arrives after the competition has begun during the Saturday regulation bowling, will receive a zero for all frames missed.  The bowler shall bowl for score from the point he/she enters the match.

12.   TOBACCO PRODUCTS/ALCOHOLIC BEVERAGES/FOUL LANGUAGE, etc:

USBC rule 17 "Penalty for Unfair Tactics/Derogatory Conduct" will cover all participants, clothing and equipment used during these events.  Graphic art on bowling equipment is subject to approval of the tournament committee.

13.   Electronic devices such as, but not limited to, cell phones, iPODs, CD & MP3 players, should remain OFF and stored away during all competition.

14.   All rules not covered herein are covered by USBC.
